ABOUT PACE:
PACE is a voluntary sector organisation that works in the community
with people with criminal convictions. PACE provides a wide range of
services to support the safe integration of this client group into the
community.
PACE works from a strengths-based approach to address the treatment
and support needs of the target group to support them to develop a
pro-social identity based around their non-offending behaviour.
ABOUT PACE PREVENTION SERVICES
PACE Prevention Services consists of three separate programmes that
work with clients with complex needs with convictions for harmful
sexual behaviour who pose a significant risk of re-offending sexually.
PACE acknowledges the serious harm that sexual offences cause and
developed the Prevention Services as a constructive, restorative way
to prevent further harm. Therefore, the focus of the Prevention
Services is on managing and reducing the risk of re-offending
sexually. People who commit sexual offences are not a homogeneous
group and our interventions aim to be responsive to this diversity.
The purpose of the PACE Prevention Services is to prevent further
harm.
These three programmes operate in a desistance framework and are the:
* Safer Lives Treatment Programme,
* Foothold Floating Support Service
* CoSA (Circles of Support and Accountability)
THE SAFER LIVES TREATMENT PROGRAMME is a therapeutic group programme
designed to assist men to understand their offending behaviour and the
harm it caused and to prevent any further offences. The programme aims
to develop the knowledge and skills of the participants to live a life
that is safer for themselves, their families and their communities,
incorporating the ?Good Lives? model with a strengths-based
approach in a desistance framework.
Safer Lives works collaboratively with the Probation Service to
address risk and enhance community engagement of participants.
THE FOOTHOLD FLOATING SUPPORT SERVICE is an intensive one-to-one
support programme that works with high risk and high need clients to
address their complex needs. It is a trauma informed service that
works with clients who have experience of homelessness, addiction and
mental health issues in addition to their harmful sexual behaviour.
The focus of Foothold as of all the Prevention Services is to prevent
further harm.
Foothold works closely with the supervising Probation Officer and
Liaison Garda in the management of the individual clients.
CIRCLES OF SUPPORT AND ACCOUNTABILITY (COSA) is a community-based
initiative operating on restorative principles. CoSA is an
international, evidence-based programme that provides a group or
circle of trained volunteers to work with the participants with
convictions for harmful sexual behaviour to prevent further harm.
PREVENTION SERVICES MANAGER (NON-CLINICAL)
ROLE: To manage and further develop PACE Prevention Services. The
Prevention Services Manager will maximise the potential for reflexive
learning and collaborative working across the three services.
KEY RESPONSIBILITIES AND DUTIES
SERVICE DELIVERY
* Line manage, supervise and support Prevention Service Staff
* Assist with the recruitment, induction and training of all new
Prevention Services staff & CoSA volunteers
* Ensure effective and efficient multi-disciplinary delivery of all
three Prevention Services
* Ensure that all three Prevention Services are effectively managed
within budget
* Oversee the effective and efficient use of the PACE Client
Relationship Management (CRM) system, monitor usage and ensure
consistency of information
* Provide cover when the CoSA Coordinator is on leave
* Provide Out of Hours Support to Foothold Floating Support Workers,
when needed
* Provide support for staff in lone working situations when
necessary and ensure that the PACE Lone Working Policy is followed.
* Represent PACE Prevention Services at external conferences and
training events as designated by the CEO.
CASE MANAGEMENT
* Supervise the case management of complex cases in each area within
the Prevention Services
* Ensure that there is effective communication by all team members
with external stakeholders for all shared clients
* Work closely with the CEO to ensure that all complex cases are
managed appropriately
* Ensure that where there are shared clients between two or all
three services that meetings take place within the Prevention Services
team to ensure a consistent approach
* Coordinate the appropriate sharing of information within the GDPR
standards and ensure that the team maintain all records of
communication internally and externally
SERVICE DEVELOPMENT
* Oversee the further development of the Prevention Services
* Ensure that the restorative principles, Good Lives Model and
strengths-based principles, remain at the heart of the Prevention
Services
* Ensure that the staff have the proper support and supervision to
work in this complex area
* Develop the capacity of PACE Prevention Services to work
systemically and restoratively
* Ensure that staff receive all up-to-date training in the area as
appropriate
* Work with the CEO to grow the Prevention Services appropriately
INTER-AGENCY/MULTI-DISCIPLINARY WORK
* Effective liaison with the Probation Service, Irish Prison Service,
An Garda Sioch?na and HSE/ Tusla and local authorities providing a
single point of contact at a management level to respond to Sex
Offender policy issues as they arise.
* Provide guidance and support to the Probation Service Safer Lives
Facilitators
* Abide by GDPR regulations in the appropriate sharing of
information, follow PACE Information Sharing protocols
POLICY DEVELOPMENT
* Develop co-ordinated multi-agency responses to special populations
within this client group through strategic partnerships.
* Ensure that all three Prevention Services develop in line with
current research and evidence-based practice to allow for innovative
practice and cross fertilisation of ideas across the three projects.
* Work with the CEO to contribute to the development of policy in
the area through engagement with other stakeholders
* Work with the CEO to co-ordinate research into practice and
develop PACE Prevention Services as a centre for excellence in the
treatment and rehabilitation of people with convictions for harmful
sexual behaviour.

PERSON SPECIFICATION
QUALIFICATIONS
_ESSENTIAL_
* Qualified to degree level in a relevant area e.g. social work,
social care, sociology, social sciences, psychology etc.
SKILLS & EXPERIENCE
_ESSENTIAL _
* Minimum three years? experience of working in a management role
supervising & line managing staff
* Experience in developing links and working in partnership with
other agencies is essential
_DESIRABLE_
* Experience of working with people with convictions for harmful
sexual behaviour
* Knowledge of restorative practices
* Knowledge of homelessness and housing issues
